Afghan nationals residing in Canada can apply to the Consulate General of the Islamic Republic of Afghanistan in Vancouver for celibacy certificate:

Applicants for certificate of celibacy must:

  • Applicants for certificate of celibacy must:
  • Be present through a pre - arranged appointment with the Consulate General. Show evidence to prove that they were under the age of 18 when they left Afghanistan to become refugee in another country. Applicants who were 18 years or older when they left Afghanistan must apply for a Certificate of Celibacy in Afghanistan. 
  • Bring three adult guarantors who will guarantee, in writing, the celibacy status of the applicant.Bring two adult witnesses who can testify, in writing, about the process. 
  • Pay for the processing fee 125.USD payable to the "Consulate General of Afghanistan in Vancouver - Canada). All fees must be in the form of a “money order” payable to the “Consulate General of Afghanistan in Vancouver”. The Consulate General does NOT accept cash or card under any circumstances. 
  • All applicants must also:
  • Provide two standard passport size photos of themselves (size 1⨉1 inches). Photos must be taken directly of the face and show both ears. 
  • Pay the applicable processing fee. 
  • Original documents verifying applicant's Afghan identity (Afghan Tazkira). 
  • Provide documents verifying current residency status in Canada, such as; Citizenship document, Permanent Residency Card, Landed immigrant document, and etc;.
  • Provide documents verifying the applicants’ current address, such as current utility bills, Driving license or similar documents. 
  • Self-addressed return envelope, if applicant whish to receive documents through mail.

CERTIFICATE OF INHERITANCE

All the applicants shall carefully read the following instructions and information and apply accordingly:

  • APPOINTMENT: Applicants MUST book an appointment online prior to coming to the Consulate General. Clients with no prior appointments will not be serviced. For booking an appointment please refer to the bottom of this page.
  • VISIT IN PERSON: The applicant(s) and ALL the witnesses MUST be present at the Consulate General on the date and time of the appointment along with the application form and required documents.
  • APPLICATION FORM: Clients should fill the applications in Dari or Pashto carefully. Special attention to names, dates, figures and places are required. Forms can be downloaded from this page.
  • REQUIRED DOCUMENTS AND WITNESSES: Please read the information below carefully and prepare for your appointment accordingly. The following persons and documents MUST be present in the Consulate General during your appointment.
    - It is necessary to first, download the Basic Information Form (Inheritance Form) from this page and carefully fill it up in order to prepare for inheritance. 
  • a) Inheritor(s) (Waris/Warasa): at least ONE inheritor (waris) MUST be present at the Consulate General at the time of appointment along with (1) one copy of his/her/their Tazkira or passport and (2) two recent photographs (size: 1x1 inches)
    b) Testifiers (Iqrar Konendagan): THREE adult testifiers (Iqrar Konendagan) MUST accompany the Inheritor(s) at the Consulate General  during the appointment along with (1) one copy of Tazkira or Afghan passports of each testifier; and (2) two recent photographs each (size: 1x1 inches) and (3) copies of Canadian Residence Permit.
    c) Witnesses: Two adult witnesses MUST also accompany the inheritor(s), with their (a) copies of Tazkira or Afghan passport; (2) copies of Canadian Residence Permit; (3) two recent photographs (size: 1x1 inches)
  • FEE: An applicant should pay $125.USD for ONE Certificate of Inheritance. The fee can be paid in cash at the Consulate General.
  • Notes: For One Certificate of Inheritance at least SIX adults are required at the General Consulate (at least ONE Inheritor + THREE Testifiers + TWO Witnesses)
  • Please bring along all necessary documents and photographs at the time of your appointment. The General Consulate  does not have printing and copying facilities for its clients. 
  • The consulate General will not accept cash in any circumstances, and there is nor refund policy for this service..

POLICE CLEARANCE CERTIFICATE

The General Consulate of Afghanistan in Vancouver - Canada processes the Police Clearance requests for (I) Afghan nationals who live in Canada and (II) Foreign nationals who live in Canada and worked/lived in Afghanistan. 

I. Afghan Nationals

  • All Afghan nationals should read the following information and instructions carefully: 
  • Appointment: Can be obtained online through our website. Please note that police clearance cannot be obtained due to unusual circumstances. Instead, we issue reference letters for the relevant authorities. 
  • Required Documents:
  • a) Application letter. an Afghan applicant should write a request letter addressed to this  General Consulate  and outline (a) the services needed; (b) personal details (name, father’s name, date and place of birth); (c) current address; and (d) contact number.
    b) Complete set of fingerprint (if you are applying from Canada)
    c) Copy of passport (Foreign applicant must provide a copy of Afghan visa and date of entry and exit)
    d) Two identical photos - size 2x2 inches (the name and the complete address of the photographer and the date the photos is taken must be included on the back of one of the photos).
    e) Provide a document verifying residency status in Canada, such us; Canadian Passport, Citizenship ID, Permanent Residence Card, and Refugee Protection Claimant Document.
    f) Provide a document verifying your current address, such us; driving license, utility bills, etc.
    g) Express/Registered self-addressed envelope. An Express/Registered self-addressed return envelope MUST be included in the postal package. Without this, the  General Consulate  will NOT be able to send you back the results.

    Note: For those applicants (representative) who apply on behalf of their relatives ( primary applicant) that lives in Afghanistan; Please provide the following documents, in addition to the above-mentioned: 
      
    Relationship document;
    A) please provide a copy of the document indicating your relationship with the applicant, such as marriage certificate, birth certificate etc.
    B) Please provide a copy of Passport of the primary applicant who lives in Afghanistan. 
  • Fee: General Consulate  will charge 55.00 USD for one application. Payable to "General Consulate of Islamic Republic of Afghanistan in Vancouver-Canada". 
  • The Consulate General does NOT accept cash under any circumstances, and there is no refund policy for this service.  
  • Procedure: Please note that this is a time-consuming process and requires the engagement of multiple agencies. 
  • a) Once the  General Consulate  receives the package by post or in person, it will be processed within seven business days provided that all required documents are complete, and send it to the Ministry of Foreign Affairs (MoFA).
    b) The MoFA sends the documents to other relevant authorities for processing.
    c) The MoFA shares the results with the  General Consulate  after receiving a response from relevant authorities.
    d) After the  General Consulate  receives the Police Clearance results from MoFA, a Police Clearance Certificate will be issued by the  General Consulate  and will be sent to the applicant by post (It is extremely important for ALL applicants to include an Express/Registered self-addressed envelope in the initial postal package and send it to the  General Consulate ). 

II. Foreign Nationals residing in Canada: 

  • All non-Afghan applicants should read the following information and instructions carefully:
    The  consulate general is not liable for any documents which are damaged or lost during delivery, it s recommended that you send your mail via ‘registered post’. Please include an extra envelope for the return of your documents; however, if you live outside of canada, pleae organise a courier for the collection of your doucments.  
  • Appointment: Can be obtained online through our website.
  • Required Documents:
  • a) Request letter. A Foreign applicant should write a request letter in ENGLISH addressed to this Consulate and outline (a) the services needed; (b) personal details (name, father’s name, date and place of birth); (c) current address; and (d) contact number.
    b) Application Form. A foreign applicant should complete this FORM in BLOCK letters.
    c) Fingerprints. All ten fingerprints should be taken in the designated form in presence of the consulate staff. Download fingerprints FORM from this website.
    d) Passport Copy
    e) Afghanistan visa and Work Permit copy.
    f) Employment contract or Employment letter copy.
    g) Copy of current residence address in Canada.
    h) Express/Registered self-addressed envelope. An Express/Registered self-addressed return envelope MUST be included in the postal package. Without this, the Embassy will NOT be able to send you back the certificate. 
  • Fee:  General Consulate will charge 55.00 USD for one application. Payable to "Consulate General of Afghanistan in Vancouver".

MARRIAGE CERTIFICATE

The  General Consulate  issues a Marriage Certificate (زوجیت خط) for already married couples, who live in Canada. Both husband and wife MUST be present at the consulate at the time of appointment along with FIVE adult witnesses/testifiers.

Please read the following information and instructions carefully:

  • APPOINTMENT: Applicants MUST book an appointment online prior to coming to the  General Consulate . Clients with no prior appointments will not be serviced.
  • VISIT IN PERSON: Both husband and wife and FIVE adult witnesses MUST be present at the Embassy at the time of appointment along with a request letter and required documents.
  • REQUEST LETTER: A request letter outlining the required services, date and place of marriage should be submitted to the  General Consulate  at the time of appointment.
  • MARRIAGE CERTIFICATE FORM (فورم زوجیت خط): This form needs to be completed in the  General Consulate . It can be downloaded from the bottom of this page.
  • REQUIRED DOCUMENTS:
  • Please read the information below carefully and prepare for your appointment accordingly.
    - It is necessary to first, download the Basic Information Form (Marriage Certificate Form) from this page and carefully fill it up in order to prepare for obtaining the Marriage Certificate.
    The following persons and documents MUST be present at the  General Consulate  during your appointment.
    A. Proof of Identity. (1) One copy of Tazkira or Afghan Passport of both applicants; (2) one copy of Tazkira or Afghan passport of each testifier and witness; and (3) one copy of Canada Residence Permit of the applicants and testifiers/witnesses.  
    B. Photographs. (1) Two recent photographs (size: 1x1 inches) of both applicants; (2) two recent photographs of each testifier/witness.
    C. Testifiers (اقرار کنندگان): THREE adult testifiers should be present at the time of appointment along with the applicants. All three testifiers should have their proof of identities and photographs ready as stated in paragraph A and B. They should know the couple personally and should be aware of their marriage.
    D. Witnesses (شاهدان): in addition to the 3 testifiers, TWO adult witnesses should be present at the time of appointment along with the applicants. Both witnesses should have their proof of identities and photographs ready as stated in paragraph A and B. 
  • FEE: An applicant should pay 125.00 USD for ONE application. This fee is payable to " General Consulate of Afghanistan in Vancouver - Canada".
  • PROCEDURE:
  • Once the applicants visit the  General Consulate at the time of their appointment, proof of identity and documents will be checked at the front desk. If all the required documents are complete and both husband and wife and 5 adult witnesses/testifiers are present, the process of preparing a Marriage Certificate begins. The Marriage Certificate will be ready and given to the applicants on the same day or depending on the work load may be sent by post through the registered return envelope provided by the applicants.
  • Notes: For One Marriage Certificate, SEVEN adults are required at the  General Consulate  (Husband and Wife + THREE Testifiers + TWO Witnesses) Note: please bring along all necessary documents and photographs at the time of your appointment. The  General Consulate does not have printing and copying facilities for its clients.
  • There is no refund policy for this service.

Afghans based in Canada and wish to obtain Power of Attorney should read the following instructions carefully.

REQUIREMENTS FOR OBTAINING Power of attorney

  • POWER ATTORNEY FEE: An applicant should pay $125.USD for ONE Power of Attorney payable at the Consulate General of Afghanistan in Vancouver - Canada. 
  •  The Consulate General does NOT accept cash under any circumstances, and there is no refund policy for this service.

     during your appointment.
    - It is necessary to first, download the Basic Information Form (Power of Attorney Form) from this page and carefully fill it up in order to prepare for Power Attorney.  
    A. Power of Attorney for Marriage Certificate:
    I) One of the spouses (husband or wife), who lives in Canada MUST visit the General Consulate with:
    - A request letter outlining the services required and providing information on the date and place of marriage;
    - A copy of Tazkira or valid Passport;
    - Two recent photos (size: 1"⨉1");
    II). Two witnesses (adult& male) with their copies of Tazkira or Afghan Passports or Driver license and two recent photos (size: 1"⨉1");
    III). Copy of Tazkira and photo of the Attorney/Legal Representative in Afghanistan.
    B. All other Types of Power of Attorney:
    I). All the client/s with copy of their Tazkira or Afghan Passports with two recent photos (size: 1"⨉1");
    II). Two witnesses with their copies of their Tazkira of Afghan passport and two recent photos (size: 1"⨉1");
    III). Attorney/Legal Representative: Copy of Tazkira or Passport and 2 photos of the legal representative, who will be in Afghanistan or other countries as needed.
    IV). In property related cases, if the property is inherited, a copy of the Certificate of Inheritance, and a copy of the proof of property’s ownership (Sale Deed/ Qabala) or its details are needed.

IMPORTANT NOTES:

  • Note: If the Power of Attorney is meant for the claims or counter claims at the courts, the Attorney should be a Licensed Lawyer or the Immediate Family (Ascendant/descendant or descendant of the same ascendance line) of the client.
    Please bring along all necessary documents and photographs at the time of your appointment. The General Consulate  does not have printing and copying facilities for its clients.
